Fourteen informants. That's how many sources provided the FBI with derogatory information about the Biden family's overseas corruption and influence-peddling. The bureau's response was to launch a secret counterintelligence operation called "Round River" — designed to label the evidence as Russian disinformation and the informants as unwitting Kremlin tools.
Three of those informants had been providing reliable intelligence for years — one dating back to 2012. The FBI rewarded their service by flagging them as perpetrators of a Russian influence campaign.
The revelations come from a newly released Director of National Intelligence summary and a statement from FBI Director Kash Patel. According to the DNI memo, the FBI's Foreign Influence Task Force launched Round River in December 2019 — right as congressional investigators were zeroing in on Hunter Biden's $83,000-a-month seat on the board of Ukrainian energy company Burisma Holdings, run by oligarch Mykola Zlochevsky.
The operation went further than targeting informants. The FBI built a "Defensive Briefing Spreadsheet" cataloging 76 prominent Americans and organizations. Democratic figures were listed as "targets" of supposed Russian disinformation. Republicans were labeled "conduits" spreading it. The conduit list included sitting members of Congress — Senate Judiciary Committee Chairman Chuck Grassley, Senate Budget Committee Chairman Ron Johnson, and House committee chairmen Devin Nunes and Jim Jordan. Trump lawyer Rudy Giuliani was on it too.
Cabinet officials made the list as well. Attorney General Bill Barr and Secretary of State Mike Pompeo were flagged. So were journalists at Fox News and One America News. The FBI's counterintelligence apparatus had drawn a direct line between every American pursuing Biden corruption leads and the Kremlin — with no evidence to support it.
"While our internal review of the FITF is not yet complete, we are investigating whether the FITF used information learned from the Round River assessment to undermine or influence ongoing investigations," Patel said. He added that the bureau "remain[s] concerned that defensive briefings to Congress may have been overly focused on just Biden and Ukraine rather than the balanced picture of all foreign threats."
The DNI summary was more direct: "The Round River team did not corroborate any of the allegations of the 'Ukraine narrative.'" They investigated the claim that Biden corruption evidence was Russian disinformation, found nothing to support it, and kept treating it as disinformation anyway.
The timeline matters. Round River launched in December 2019, during Trump's first impeachment — which centered on a phone call about Biden and Burisma. The FBI's Pittsburgh office had already received Biden-related intelligence from an informant in October 2019. Instead of following the lead, the Foreign Influence Task Force's Russia unit "utilized internal systems to gather any/all derogatory information" on the people surfacing the allegations, according to the DNI report.
This was the same institutional reflex that produced Crossfire Hurricane and the Trump-Russia collusion probe codenamed "Oxferd Comma" in 2017. The pattern is identical: politically inconvenient evidence surfaces, the bureau reclassifies it as a foreign threat, and the people who brought it forward become subjects of investigation themselves.
The facts the FBI tried to bury surfaced anyway. IRS whistleblowers came forward in 2023. Hunter Biden was convicted of tax and gun crimes — then pardoned by his father. The House Oversight Committee concluded in August 2024 that Joe Biden had engaged in impeachable conduct through an influence-peddling conspiracy. Every lead the informants surfaced — Burisma payments, Hunter's tax fraud, the foreign money flowing to the Biden family — turned out to be real.
So the FBI had 14 sources, at least three of them long-tenured and reliable, pointing at the same family. It had a congressional investigation running in parallel. It had corroborating financial records that would later produce criminal convictions. And its institutional response was to build a spreadsheet sorting elected officials and journalists into "conduit" categories and brief Congress that the whole thing was a Russian operation.
That spreadsheet is still sitting in a classified file somewhere with the names of senators, Cabinet members, and reporters on it — Americans whose only crime was asking questions the bureau didn't want answered.
